North Carolina Foundations of Reading Test
The North Carolina Foundations of Reading Test is one of the required tests that make up the certification process to become a teacher in the state of North Carolina. The exam measures a candidates knowledge and understanding of how to effectively teach and promote literacy in their students.
How Long Will I Be at the Testing Center on Test Day?
You will have four hours in total to respond to the 100 multiple choice questions and two open response questions. In addition to that four hours, you will also have 15 minutes to complete an optional tutorial that shows you how to use the computer based testing program.
In order to make sure you don’t encounter any difficulties or problems while checking in, make sure you fulfill the following checklist:
- Bring two forms of valid, government-issued ID. At least one of these needs to be a photo ID such as your driver’s license, passport, stated ID, or military ID.
- Leave all personal belongings (including phone, study materials, purses, etc) at home or in your car. You won’t be able to bring anything into the exam room with you. If you’re not comfortable leaving your things in the car, call ahead to find out whether your testing location offers lockers.
- Go to the bathroom before leaving the house and again at the testing center right before beginning the exam. It’s a four hour test and there are no scheduled breaks so you want to do your best to avoid the need to take any unscheduled breaks which will eat into your testing time.
What Will I Be Expected to Know for the Test?
The North Carolina Foundations of Reading Test includes 100 multiple choice questions and two open response questions divided across four core subareas. Below, you will find an overview of what kind of skills and knowledge will be measured in each subarea:
- Phonological and phonemic awareness
- The alphabetic principle and concepts of print
- Promoting reading development through phonics
- Skills and strategies for word analysis
- Development of vocabulary
- Applying appropriate reading comprehension strategies and skills to literary or imaginative texts
- Applying appropriate reading comprehension strategies and skills to expository or informational texts
- Demonstrate command of both the formal and informal methods of measuring reading development
- Demonstrate command of a range of diverse approaches to reading instruction
- The ability to draw connections as well as integrate your knowledge from the previous three fields into a coherent approach to teaching literacy to students.
The fourth subarea involves open response questions rather than multiple choice questions as found in the previous three areas. These open response questions will provide you with a prompt on a topic which relates to one or more of the three fields of knowledge you were tested on.
Your task is to formulate a clear, coherent, and well thought out response demonstrating not only your critical analysis and understanding but also your command of the vocabulary and grammar conventions of the English language.
How Is the North Carolina Foundations of Reading Exam Scored?
The exam is given a cumulative score ranging from 100 to 300 based on your performance on the multiple choice questions as well as the two open response questions. In order to successfully pass the exam, you will need to achieve a minimum of 229 total.
What Is the Best Way to Prepare for the North Carolina Foundations of Reading Test?
Success on the North Carolina Foundations of Reading Test will come down to two interrelated skills—your reading skills and your ability to teach reading to students. This means your study sessions should include both time devoted to developing your reading and comprehension skills as well as time spent reviewing the standards and best practices for teaching reading to students.

Wisconsin Foundations of Reading Test (FORT)
Beginning on January 31, 2014, candidates in Wisconsin applying for an initial teaching license in grades Kindergarten through 5 or special education, or for a license as a reading teacher or reading specialist, as listed below, will be required to take and pass the Foundations of Reading test, a test of reading instruction knowledge and skills administered by the Evaluation Systems group of Pearson. This requirement does apply to all license requests regardless of a candidate's program completion date.
Early Childhood – Regular Education (70–777) Early Childhood – Middle Childhood (71–777) Middle Childhood – Early Adolescence (72–777) Reading Teacher (316) Reading Specialist (17)
This requirement is in addition to the current content testing requirements for each license as outlined on the Wisconsin Department of Public Instruction website at: https://dpi.wi.gov/licensing/epp/testing-epp
FORT 190 Minimum Qualifying Score = 233
Specific Policy for the FORT Exam and Student Teaching Eligibility
Elementary candidates are required to have attempted the (FORT) exam prior to beginning student teaching placement. The follow policies describe when an elementary candidate is expected to attempt the FORT exam to be eligible to student teach:
Undergraduate Elementary Education majors who are enrolled in TED 316 (Block II) are required to take the FORT test during TED 316 and submit their scores to UWRF Undergraduate Elementary Education majors enrolled in TED 316 during fall semester should take the FORT before October 31 and students enrolled in TED 316 during spring semester should take the FORT before April 30. Graduate Elementary Education candidate should take the FORT during the semester prior to student teaching. Undergraduate Early Childhood majors are required to take the FORT test while enrolled in TED 322.

- Graduate Reading Program = your second summer enrolled in the program
Q: Will candidates who are adding on licenses need to take this test? A: The Foundations of Reading test is a content test. Initial licensure, additional licensure, and out-of-state licensure candidates must post passing scores on all the content tests in effect and required for the Wisconsin license they are seeking. Candidates applying for Wisconsin licensure on or after January 31, 2014 in any of the licenses affected by this test will need to post passing scores on this test.
Q: Will candidate seeking an additional licensure need to take the reading test if it was not initially required? A: Candidates who are enrolled in an educator preparation program to complete an additional licensure in one of the affected licensure areas must post passing scores on this new test, if they apply for a Wisconsin license on or after January 31, 2014.
Q: When will out-of-state applicants need to take this test? A: Out-of-state applicants applying for a Wisconsin license on or after January 31, 2014, will need to take the test and post passing scores in order to obtain Wisconsin licensure in the licenses affected.
Q: Will candidates who are eligible for licensure (already completed an educator preparation program but have not applied for a license) need to take this test? A: Wisconsin educators who have already completed an educator preparation program will need to post passing scores on the test, if they apply for Wisconsin licensure on or after January 31, 2014. Educators that apply for Wisconsin licensure before January 31, 2014 will not need to post passing scores on this test.
Q: Will candidates who seek licensure through an Institution of Higher Education license-based-on-equivalency credential review process need to take this test?
A: The Foundations of Reading test is a content test. In every pathway to licensure in Wisconsin, candidates must post passing scores on all the content tests in effect and required for the Wisconsin license they are seeking. Candidates applying for Wisconsin licensure on or after January 31, 2014 in any of the licenses affected by this test will need to post passing scores on this test.

MTEL Foundations of Reading Exam
The Massachusetts Tests for Educator Licensure (MTEL) Foundations of Reading Exam is offered to prospective teachers wanting to teach early childhood and elementary level students. It is also offered to those wanting to teach students with disabilities.
How do I register for the exam?
You may register for the exam on the official MTEL website: www.mtel.nesinc.com. You will need to create an account.
When can I take the exam?
The MTEL Foundations of Reading Exam is given year-round, Monday through Saturday. It’s important to note that the exam is only given by appointment.
How many questions are on the exam?
The MTEL Exam is computer-based and consists of 100 multiple choice questions and 2 open-response questions. You will have 4-hours to complete the exam with an additional 15-minutes for CBT training.
The multiple-choice portion of the MTEL Exam accounts for 80 percent of the points you can get, while the 2 open-response questions account for 20 percent.
What will I be tested on?
The MTEL Foundations of Reading Exam tests you on:
- Understanding phonological and phonemic awareness
- Understanding concepts of print and the alphabetic principle
- Understanding word analysis skills and strategies
- Understanding vocabulary development
- Understanding how to apply reading comprehension skills and strategies to imaginative/literary texts.

The purpose of the two open-ended questions is to further measure your knowledge in the subject area.
How much will I have to pay in order to take the exam?
The exam costs $139. You may make your payment via credit or debit card at the same time that you register. The debit or credit card that you use must carry the Visa or Mastercard symbol.
*Important: Keep in mind that your registration is good for one year. If you do not schedule and take your exam during that time, your registration will expire, and you will not get your money back.
What score do I have to get in order to pass?
The MTEL is scored on a scale between 100 to 300. In order to pass, you need to score at least a 240.
What can I expect on the day of the exam?
On the day of the exam, you will want to arrive at least fifteen minutes early. If you arrive late you may not be permitted inside the testing center.
Personal items such as cellphones, and calculators are not permitted.
You will need to have with you a current, government-issued photo ID. If you do not have your ID, you will not be permitted to take the exam, and you will not get your money back.
You are allowed restroom breaks, but you will not be given any additional time to complete the exam if you run out.
During the exam you will be provided with a pen and a notebooklet to take notes. You can have more than one of these if you need it.
Can I guess the answer to a question if I’m not sure about it?
Yes. If you don’t know the answer to one of the questions on the exam, there is no penalty for guessing. The multiple-choice questions contain four possible answers, so that gives you a 25% chance of guessing correctly. It’s best not to leave any question unanswered.
Where do I take the MTEL Exam?
The exam is given at testing centers in Massachusetts and nationwide. To find a test location that is most convenient for you, you can visit the Pearson website: wsr.pearsonvue.com.
How can I prepare for the MTEL Foundations of Reading Exam?
That’s a great question. We’ve broken down the answer into three parts.
- Do yourself a favor and study. Do not walk in unprepared. We have recommended prep materials below, but that only helps if you actually try. Plus, studying is actually proven to be the best antidote to test anxiety.
- Take care of yourself. Make sure you’re eating well, exercising, and sleeping. All of these things are scientifically linked to brain performance. If you take care of your body, you’ll be helping your grades.
